It might also be mentioned that Hijrat is not the only way of escape to Muslims who find themselves in a Dar-ul-Harb. There is another injunction of Muslim Cannon Law called Jihad (crusade) by which it becomes "incumbent on a Muslim ruler to extend the rules of Islam until the whole world shall have been brought under its sway. The world, being divided into two camps, Dar-ul-Islam (abode of Islam), Dar-ul-Harb (abode of war), all countries come under one category or the other. Technically, it is the duty of the Muslim ruler, who is capable of doing so, to transform Dar-ul-Harb into Dar-ul-Islam. The fact remains that India, if not exclusively under Muslim rule, is a Dar-ul-Harb and the Musalmans according to the tenets of Islam are justified in proclaiming a Jihad. Not only can they proclaim Jihad but they can call the aid of a foreign Muslim power to make Jihad success, or if the foreign Muslim power intends to proclaim a Jihad, help that power in making its endeavor a success.

Muslim historians, in India and abroad, have written hundreds of accounts in which the progress of Islamic armies across the cradle of Hindu culture is narrated, stage by stage and period by period. A pronounced feature of these Muslim histories is a description-in smaller or greater detail but always with considerable pride-of how the Hindus were slaughtered en masse or converted by force, how hundreds of thousands of Hindu men and women and children were captured as booty and sold into slavery, how Hindu temples and monasteries were razed to the ground or burnt down, and how images of Hindu Gods and Goddesses were destroyed or desecrated. Commandments of Allah (Quran) and precedents set by the Prophet (Sunnah) are frequently cited by the authors in support of what the swordsmen and demolition squads of Islam did with extraordinary zeal, not only in the midst of war but also, and more thoroughly, after Islamic rule had been firmly established.

The only way which this ruling sees out of what it calls "the communal strife” is that Hindu history should be substantially diluted and tailored to the needs of Islamic imperialism, and that Muslim history should be given a liberal coat of whitewash or even made to pass muster as national history. And this perverse programme of suppressing truth and spreading falsehood is being sponsored by a state which inscribes Satyameva Jayate on its emblem.

Similarly, in Afghanistan, when we gave supported to the Jihad of the mujahideen, we support all the groups – Sunni and Shiite alike – as much as we could. In the Iraq of Saddam Hussein, many of our Sunni brothers found refuge in Iran, just like the Shiite brothers. In Lebanon as well, we gave support when Israel invaded Lebanese territories and occupied them. We gave support to whoever resisted the Israeli occupation in Lebanon. The late sheik Sa'id Sha'ban, who was a close friend of Iran – was he Shiite? He was a Sunni scholar. It's not like that. It is not part of our plan...

The principles and the purposes expressed in the Charter of the United Nations continue to represent our hope for the eventual establishment of the rule of law in international affairs. The Charter constitutes the basic expression of the code of international ethics to which this country is dedicated. We cannot, however, close our eyes to the harsh fact that through obstruction and even defiance on the part of one nation, this great dream has not yet become a full reality. It is necessary, therefore, that we take additional measures to supplement the work of the United Nations and to support its aims. There are times in world history when it is far wiser to act than to hesitate. There is some risk involved in action - there always is. But there is far more risk in failure to act. For if we act wisely now, we shall strengthen the powerful forces for freedom, justice, and peace which are represented by the United Nations and the free nations of the world.
