We've been working to restore the political system to bring out all that was best in the British character. That's what we've done. It's called Thatcherism – it's got nothing to do with Thatcher except that I was merely the vehicle for it. But it is in everything I do. It's a mixture of fundamentally sound economics. You live within your means; you have honest money, so therefore you don't make reckless promises. You recognise human nature is such that it needs incentives to work harder, so you cut your tax. It is about being worthwhile and honourable. And about the family. And about that something which is really rather unique and enterprising in the British character – it's about how we built an Empire, and how we gave sound administration and sound law to large areas of the world. All those things are still there in the British people aren't they?

But you don't have a chance if you can't find a job. I don't think it penetrates the minds of this Administration what it must be like for a factory worker to arrive home to his family with the news that he's been laid off. What it must be like not to know what the future holds for your children, because you don't know what the future holds for you. What it must be like to see the government take hundreds of billions of dollars that could be used to fund job training, unemployment benefits, or jobs programs - and instead to send that money off to people who have such staggering wealth that the new money won't make the tiniest improvement in their lifestyle. What it must be like to be told that tax cuts for the rich are necessary to create jobs for working people, and then to see jobs fall month after month for more than 30 months. If that doesn't break your heart, you don't have a heart.

The tax changes in this Budget consolidate Britain's move from a high-tax country to a low-tax country, at all levels. Since 1979, the top rate of income tax has been cut from 83 per cent. to 40 per cent. The basic rate has been cut from 33 per cent. to 25 per cent. The corporation tax rate has been cut from 52 per cent. to 35 per cent. The small companies' rate has been cut from 42 per cent. to 25 per cent., and the 15 per cent. additional tax on savings income has been abolished altogether.
