Yes, we believe in democracy -- with elections that are free and fair; and independent judiciaries and opposition parties; civil society and uncensored information so that individuals can make their own choices. Yes, we believe in open economies based on free markets and innovation, and individual initiative and entrepreneurship, and trade and investment that creates a broader prosperity. And, yes, we believe in human dignity -- that every person is created equal, no matter who you are, or what you look like, or who you love, or where you come from. That is what we believe. That's what makes us strong. And our enduring strength is also reflected in our respect for an international system that protects the rights of both nations and people -- a United Nations and a Universal Declaration of Human Rights; international law and the means to enforce those laws. But we also know that those rules are not self-executing; they depend on people and nations of goodwill continually affirming them.

Last year, when the need to form a fact-finding team to undertake a thorough investigation concerning the hidden elements involved in September 11 incident was brought up; an idea also endorsed by all independent governments and nations as well as by the majority in the United States, my country and myself came under pressure and threat by the government of the United States. Instead of assigning a fact-finding team, they killed the main perpetrator and threw his body into the sea. Would it not have been reasonable to bring to justice and openly bring to trial the main perpetrator of the incident in order to identify the elements behind the safe space provided for the invading aircraft to attack the twin world trade towers? Why should it not have been allowed to bring him to trial to help recognize those who launched terrorist groups and brought wars and other miseries into the region? Is there any classified information that must be kept secret?

Free speech. Freedom of association. These values are repulsive to the radical Islamic terrorist. They fear them and suppress them whenever and wherever they can. Yet through those very means, we as a society are protective of that terrorist's rights. This is ironic, but good. Because, as you well know, America has a unique responsibility to set the global standard for liberty and fair conduct. The world looks to us to set high standards for freedom, and we take that leadership role very seriously. Our commitment to leading by example – on issues from human rights to free speech – is strong. Indeed, other countries strike a different balance between security and freedom, both in the activities they punish as crimes, and in the procedures with which they do so. In some instances, our allies have adopted or utilized some counterterrorism tools that we have not adopted in the United States because doing so would abridge the civil liberties protected by our constitution.

The principles and the purposes expressed in the Charter of the United Nations continue to represent our hope for the eventual establishment of the rule of law in international affairs. The Charter constitutes the basic expression of the code of international ethics to which this country is dedicated. We cannot, however, close our eyes to the harsh fact that through obstruction and even defiance on the part of one nation, this great dream has not yet become a full reality. It is necessary, therefore, that we take additional measures to supplement the work of the United Nations and to support its aims. There are times in world history when it is far wiser to act than to hesitate. There is some risk involved in action - there always is. But there is far more risk in failure to act. For if we act wisely now, we shall strengthen the powerful forces for freedom, justice, and peace which are represented by the United Nations and the free nations of the world.

Even in Scandinavia, where social democratic institutions were far more culturally ingrained, membership of the EU-or even just participation in the World Trade Organization and other international agencies-appeared to constrain locally-initiated legislation. In short, social democracy seemed doomed by that same internationalization which its early theorists had so enthusiastically adumbrated as the future of capitalism.
From this perspective, social democracy-like liberalism-was a byproduct of the rise of the European nation-state: a political idea keyed to the social challenges of industrialization in developed societies. Not only was there no ‘socialism' in America, but social democracy as a working compromise between radical goals and liberal traditions lacked widespread support in any other continent. There was no shortage of enthusiasm for revolutionary socialism in much of the non-Western world, but the distinctively European compromise did not export well.

There are all kinds of atrocities, and I would have to say that, yes, yes, I committed the same kind of atrocities as thousands of other soldiers have committed in that I took part in shootings in free fire zones. I conducted harassment and interdiction fire. I used 50-caliber machine guns, which we were granted and ordered to use, which were our only weapon against people. I took part in search and destroy missions, in the burning of villages. All of this is contrary to the laws of warfare, all of this is contrary to the Geneva Conventions and all of this is ordered as a matter of written established policy by the government of the United States from the top down. And I believe that the men who designed these, the men who designed the free fire zone, the men who ordered us, the men who signed off the air raid strike areas, I think these men, by the letter of the law, the same letter of the law that tried Lieutenant [William] Calley, are war criminals.
