So, in addition to his or her prime responsibility of managing his or her enterprise at a profit, the business leader of today is faced with new and larger responsibilities. And, at the same time, the job of managing his or her enterprise at a profit is increasing in complexity. Consequently, the imposition of additional responsibilities makes the nation's task of developing an adequate number of properly equipped executive leaders a staggering one indeed.

Over the years, many nations have made well-intentioned efforts to promote these goals. Yet the success of these efforts must be measured by more than intentions, they must be measured by results. My Nation has placed an insistence on results at the heart of our foreign assistance programs. We launched a new initiative called the Millennium Challenge Account, which directs our help to countries that demonstrate their ability to produce results by governing justly, and fighting corruption, and pursuing market-based economic policies, as well as investing in their people. Every country and institution that provides foreign assistance, including the United Nations, will be more effective by showing faith in the people of the developing world and insisting on performance in return for aid.

Therefore we highly value the role of English language classrooms within Armenian Armed Forces. Furthermore, the increasing number of English classrooms within Armenian Armed Forces is the brilliant example of Armenian-British effective defence cooperation. In the end, I wish to express my word of appreciation to the Ambassador of the UK to Armenia Anthony Cantor and to the entire personnel of the Peacekeeping English Project in the person of the project coordinator in Armenia Mr. Tony Crocker. I am convinced that cooperation between the Ministry of Defence of RA and the British Council will enhance and develop in the upcoming future.
