Many years ago the Political Economy Club of London came, as I was told, to a resolution that the emigration of two millions of the population of Ireland would be the best cure for her social evils. Famine and emigration have accomplished a task beyond the reach of legislation or government; and Providence has justly afflicted us by the spectacle of the results of the entire dependence on potato cultivation, and by the old fires of disaffection which had been lighted in the hearts of Irishmen, and are now burning with such fierceness on the banks of the Hudson and the Potomac. The census of 1834 gave the population of Ireland as 7,954,760; that of 1861, as 5,798,957. Thus two millions have been removed by the great famine of 1847-8 and the drain of emigration of the last twenty years.

When a human soul goes out of the body, some great mystery happens. For if it is guilty of sins, then there come hordes of demons, evil angels and dark forces, take that soul and drag it to their side.
No one should be surprised at that, because if a man surrendered and fell prey to them while still alive in this world, will not they have even greater control over him and enslave him when he departs from this world?
As for the other, the better part of people, something different happens to them. There are Angels around the holy servants of God in this life; the holy spirits surround them and protect them; and when their souls are separated from the body, the choir of Angels welcomes them into their fellowship, into a bright life, and thus leads them to the Lord.

Departmental reorganization. One way to save public money would be to pass the pending bill for the reorganization of the various departments. This project has been pending for some time, and has had the most careful consideration of experts and the thorough study of a special congressional committee. This legislation is vital as a companion piece to the Budget law. Legal authority for a thorough reorganization of the Federal structure with some latitude of action to the Executive in the rearrangement of secondary functions would make for continuing economy in the shift of government activities which must follow every change in a developing country. Beyond this many of the independent agencies of the Government must be placed under responsible Cabinet officials, if we are to have safeguards of efficiency, economy, and probity.
