Alfred Nobel believed that the destructiveness of dynamite would put an end to war. He deeply believed that the tragic reality of mass carnage would achieve results which all the preaching of peace and goodwill had so far failed to achieve. His prophecy now must gain fulfillment. Recoiling from the abyss of nuclear extermination, the human family will finally abandon war. May we learn from barbaric and bloody deeds of the twentieth century and bestow the gift of peace to the next millennium. Perhaps in that way we shall redeem some measure of respect from generations yet to come. Having achieved peace, in the sonorous phrase of Martin Luther King, Jr. spoken here twenty-one years ago, human beings will then "rise to the majestic heights of moral maturity".

Martin Luther King, Jr. once wrote that you cannot commit an act of violence against a non-sentient object. Back in 1986, the Green Party of Canada tried to toss me out of the Party for sinking whaling ships on the ground that it was a violent act. I pointed out that the Green Party of Canada supported violence when it was convenient politically - for example they supported and continue to support abortion which is, like it or not, a violent act, certainly more violent than sinking some metal into the sea. Violence is not violent when we justify it, be it abortion, or war, or eating meat for example. I support abortion but I'm not a hypocrite about it - it's violent, I accept that. Every American taxpayer accepts the violence that their tax-dollars fund.

Does the Secretary of State agree that it is time for a serious review of Britain's defence expenditure, which now totals more than £23 billion a year? Should not we cancel the nuclear missile programme and consign all nuclear missiles back to base as part of a programme of worldwide disarmament? Should not we try to cut conventional expenditure to at least the European average, which would save £6 billion a year? Should not we also ensure that skilled workers who are at present manufacturing weapons of mass destruction and other forms of armaments are put to making socially useful products, including materials for the health service and housing industry-and recognise that world peace is best achieved by people working for peace rather than by arming themselves for war?

I always maintain that the great service that education renders to democracy is the same service that we hope to gain from religion. They work, or ought to work, hand in hand. It is to keep the moral weights and measures true to standard; and not only true to standard-true to the highest standard. And let us have that applied impartially to all classes of the community from the top to the bottom. There are those who would empty the conception of the state of all moral qualities, and they would confine education to a bread-and-butter business. If I may paraphrase Nurse Cavell's dying words, such patriotism is not enough. Moral standards, applied as I suggest, are the surest way to achieve that fundamental social unity which is postulated by democracy.
