The rewards of an increasingly integrated global economy have brought forth a new global elite. Labeled 'Davos Men', 'gold-collar workers' or 'cosmocrats', this emerging class is empowered by new notions of global connectedness... Estimated to number about 20 million in 2000, of whom 40 percent were American, this elite is expected to double in size by 2010. Comprising fewer than 4 percent of the American people, these transnationalists have little need for national loyalty, view national boundaries as obstacles that thankfully are vanishing, and see national governments as residues from the past whose only useful function is to facilitate the elite's global operations.

People have many myths about anger that cause them to categorize the issue in a certain way. For instance, some people consider anger to be biological or hereditary, but this myth does not have any solid foundation. Although some people are more prone to anger due to their psychophysical make-up or emersion in the modes of passion and ignorance, their socialization or quality of association will have a greater impact on their reactions. There has been great difficulty in getting able bodied negroes to fill up the colored regiments in consequence of the rebel cavalry runing off all that class to Georgia and Texas. This is especially the case for a distance of fifteen or twenty miles on each side of the river. I am now however sending two expeditions into Louisiana, one from Natchez to Harrisonburg and one from Goodriche's Landing to Monroe, that I expect will bring back a large number. I have ordered recruiting officers to accompany these expeditions. I am also having a Brigade of Cavalry from Tennessee to Vicksburg which will enable me to move troops to a greater distance into the interior and will facilitate materially the recruiting service.
