The problem of cat versus bird is as old as time. If we attempt to resolve it by legislation who knows but what we may be called upon to take sides as well in the age old problems of dog versus cat, bird versus bird, or even bird versus worm. In my opinion, the State of Illinois and its local governing bodies already have enough to do without trying to control feline delinquency.

We were created for eternal life by our Creator, we are called to it by the word of God, and we are renewed by holy Baptism. And Christ the Son of God came into the world for this, that He should call us and take us there, and He is the one thing needful. For this reason your very first endeavor and care should be to receive it. Without it everything is as nothing, though you have the whole world under you.
Tikhon of Zadonsk
My poor soul! Sigh, pray and strive to take upon you the blessed yoke of Christ, and you will live on earth in a heavenly manner. Lord, grant that I may carry the light and goodly yoke, and I shall be always at rest, peaceful, glad and joyous; and I shall taste on earth of crumbs which fall from the celestial feast, like a dog that feeds upon the crumbs which fall from the master's table.
Tikhon of Zadonsk
Everywhere Christians are tempted to take the easy path, to seek "peace" and "security" and flee from pain and affliction, to view life as an occasion for the enjoyment of earthly blessings, instead of a time of trial in which our eternal destiny is to be decided. But God expects more than this from those who glory in the name of Orthodox Christians.

The President, and government, will only control the militia when a part of them is in the actual service of the federal government, else, they are independent and not under the command of the president or the government. The states would control the militia, only when called out into the service of the state, and then the governor would be commander in chief where enumerated in the respective state constitution.

From a town known as Wheeling, West Virginia
Rode a boy with a six-gun in his hand
And his daring life of crime made him a legend in his time
East and west of the Rio Grande.
Well, he started with a bank in Colorado
In the pocket of his vest a Colt he hid.
And his age and his size took the teller by surprise,
And the word spread of Billy the Kid.
