As a transportation hub, agriculture leader, and home to more than half a million small businesses, Missouri is positioned to be at the cutting edge of growth and innovation in this country. But, we need the right policies to get us there and pro-growth tax cuts and regulatory reform are a critical part of that equation. I couldn't agree more with the president's call to get this done, and I look forward to working with him and my colleagues in Congress to provide much-needed tax relief for Missouri families and small businesses.

Perhaps he was destined to be honored in any case, because he was a pioneer, a first of his kind. We are still in an era when the first blacks are coming forward and we honor them simply for piercing the iron veil of race, but we honor Ed Bradley in this Chamber today as a leader of his profession.

There is no logical way that you can say let's spend X billion dollars less. You can only say, which part of our defense measures do we believe we can do without and still have security against all contingencies? Anyone in the Congress who advocates a percentage or specific dollar cut in defense spending should be made to say what part of our defenses he would eliminate, and he should be candid enough to acknowledge that his cuts mean cutting our commitments to allies or inviting greater risk or both.

It is true that I want to roll back the Bush tax cuts on the very wealthiest Americans and go back to the rate that they paid under Bill Clinton. John McCain calls that socialism. What he forgets, conveniently, is that just a few years ago, he himself said those Bush tax cuts were irresponsible. He said he couldn't in good conscience support tax cuts where the benefit went to the wealthy at the expense of middle class Americans who most need the tax relief. That's his quote. Well, he was right then, and I am right now.

What interest, zest, or excitement can there be in achieving the right way, unless we are enabled to feel that the wrong way is also a possible and a natural way, - nay, more, a menacing and an imminent way? And what sense can there be in condemning ourselves for taking the wrong way, unless we need have done nothing of the sort, unless the right way was open to us as well? I cannot understand the willingness to act, no matter how we feel, without the belief that acts are really good and bad.
