This is due to (comes, - "provient de", Fr.) the fact that we regard authority, in all fields, as being what makes (or simply, is) the law ("comme étant ce qui fait loi", Fr.), because in the empirical field, it is always what come first (or take precedence), may it be a force, an individual or an argument, that is winning.
