For The United States, the leading space faring nation for nearly half a century, to be without carriage to low Earth orbit and with no human exploration capability to go beyond Earth orbit for an indeterminate time into the future, destines our nation to become one of second or even third rate stature. While the President's plan envisages humans traveling away from Earth and perhaps toward Mars at some time in the future, the lack of developed rockets and spacecraft will assure that ability will not be available for many years.
Without the skill and experience that actual spacecraft operation provides, the USA is far too likely to be on a long downhill slide to mediocrity. America must decide if it wishes to remain a leader in space. If it does, we should institute a program which will give us the very best chance of achieving that goal.

Our last call in Zagreb before returning to Washington was on U. N. Secretary-General Boutros-Ghali's senior representative in the former Yugoslavia, Yasushi Akashi, whom I had known since my two visits to Cambodia in 1992. Akashi had been harshly treated by the press and castigated by critics of the U. N. for his weakness. But it was entirely not his fault: he was operating under tight constraints imposed by Boutros-Ghali. Furthermore, Akashi was virtually ignored by General Janvier and the U. N. military. (...) He was leaving Zagreb with his previously distinguished records blemished, but his mission had been doomed from the start beacuse of limits imposed from New York. The United States was delighted with his replacement: Kofi Annan (...), the U. N. official in whom we had the greatest confidence, and his arrival was good news.

The same definition issue arises with the word "election.” In a free society, the day of the vote is the culmination of a long democratic process that depends on equal access to an unfettered media, fair conditions, debates, etc., none of which have existed in Russia for nearly 20 years. Postulating that Putin would win anyway even if the March 18 election were honest is a meaningless exercise. If he and his policies were truly popular, in the real sense of the word, he wouldn't need to spend so much time and effort dominating the media, eliminating rivals, and rigging elections large and small. Persecuting bloggers and arresting a single protester standing in the town square with an anti-Putin sign does not strike me as the behavior of a ruler who believes in his own popularity.

In one Eastern Shore town, a teacher reported to work one morning to find that someone had smashed the windows of her schoolhouse. Other black schools across Maryland were burned to the ground. Teachers received death threats. One was even beaten by an angry mob. But despite the risks, understand, students flocked to these schools in droves, often walking as many as eight to ten miles a day to get their education. In fact, the educational association that founded Bowie State wrote in their 1864 report that - and this is a quote - "These people are coming in beyond our ability to receive them.” Desperately poor communities held fundraisers for these schools, schools which they often built with their own hands. And folks who were barely scraping by dug deep into their own pockets to donate money.
