We are now more Socialist in many ways than any other developed country outside the Communist bloc-in the size of the public sector, the range of controls and the telescoping of net income. And what is the result? Compare our position today with that of our neighbours in north west Europe-Germany, Sweden, Holland, France. They are no more talented than we are. Yet, compared with them, we have the longest working hours, the lowest pay and the lowest production per head. We have the highest taxes and the lowest investment. We have the least prosperity, the most poor and the lowest pensions. We have the largest nationalized sector and the worst labour troubles.

        Figure 12-6 pulls together in a simplified way the main elements of income determination. Without saving and investment, there would be a circular flow of income between business and the public: above, business pays out wages, interest, rents, and profits to the public in return for the services of labor and property; and below, the public pays consumption dollars to business in return for goods and services.
Realistically, we must recognize that the public will wish to save some of its income, as shown at the spigot Z. Hence, businesses cannot expect their consumption sales to be as large as the total of wages, interest, rents, and profits.

        When communist workmen associate with one another, theory, propaganda, etc., is their first end. But at the same time, as a result of this association, they acquire a new need - the need for society - and what appears as a means becomes an end. You can observe this practical processing its most splendid results whenever you see French socialist workers together. Such things as smoking, drinking, eating, etc., are no longer means of contact or means that bring together. Company, association, and conversation, which again has society as its end, are enough for them; the brotherhood of man is on mere phase with them, but a fact of life, and the nobility of man shines upon us from their work-hardened bodies.
