To be sure, the moment the study passes beyond bare description the student must leave the landscape itself, must go beneath it, even to state what its form represents - to translate the outer foliage of a forest into the forest, the outer surface of buildings into different kinds of buildings, etc.... Our interest in houses, factories, and forests cannot be confined to their surface form; only in the limited field of aesthetic geography could such a restriction be justified. Our very use of such words as house, barn, factory, office building, etc., indicates that we are primarily concerned with the internal functions within these structures, the external form is a secondary aspect which we use simply as a handy means to detect the internal function - and should use only insofar as it is a reliable means for that purpose.

The economic betterment of a nation which is at a low level of intelligence and culture, or in which the population is small in relation to the extent and productivity of its territory, is best accomplished through free trade with highly cultivated, rich, and industrious nations. In the case of such a country every restriction of trade, intended to plant manufacturing industry within its borders, is premature and injurious, not only to the welfare of mankind in general, but to the progress of the nation itself. Only when the intellectual, political, and economic education of the nation has so far advanced as a result of free trade that its further progress would be checked and hindered by the import of foreign manufactures and the lack of a sufficient market for its own goods, can protective measures be justified.

Departmental reorganization. One way to save public money would be to pass the pending bill for the reorganization of the various departments. This project has been pending for some time, and has had the most careful consideration of experts and the thorough study of a special congressional committee. This legislation is vital as a companion piece to the Budget law. Legal authority for a thorough reorganization of the Federal structure with some latitude of action to the Executive in the rearrangement of secondary functions would make for continuing economy in the shift of government activities which must follow every change in a developing country. Beyond this many of the independent agencies of the Government must be placed under responsible Cabinet officials, if we are to have safeguards of efficiency, economy, and probity.
