All I can say is that I am well. I have the enemy closely hemmed in all round. My position is naturally strong and fortified against an attack from outside. I have been so strongly reinforced that Johnston will have to come with a mighty host to drive me away. I do not look upon the fall of Vicksburg as in the least doubtful. If, however, I could have carried the place on the 22nd of last month, I could by this time have made a campaign that would have made the State of Mississippi almost safe for a solitary horseman to ride over. As it is, the enemy have a large army in it, and the season has so far advanced that water will be difficult to find for an army marching, besides the dust and heat that must be encountered. The fall of Vicksburg now will only result in the opening of the Mississippi River and demoralization of the enemy. I intended more from it. I did my best, however, and looking back can see no blunder committed.

Two airplanes have crashed into the World Trade Center in an apparent terrorist attack on our country. I have spoken to the Vice President, to the Governor of New York, to the Director of the FBI, and have ordered that the full resources of the federal government go to help the victims and their families, and to conduct a full-scale investigation to hunt down and to find those folks who committed this act. Terrorism against our nation will not stand. And now if you would join me in a moment of silence. May God bless the victims, their families, and America. Thank you very much.

In the choice of a position, we must pay some regard to the enemy's collected force, and to our divided condition, in which the army must of necessity be cantoned. Our amendment earmarks $10 million out of the account called Army Research, Development, Test and Evaluation. The money would go to a research program administered by the Army Medical Research and Materiel Command in the DoD, for identifying the biological mechanisms behind the illnesses - particularly the neurological and immunological ones; the chronic disease effects; better diagnostic criteria for the illnesses; and identification of treatments. The MRMC will design a research plan for that purpose, relying heavily on the expertise outside DoD and the VA. It will be subject to peer review by experts, a significant number of which will be independent of DoD.$10 million will have a large impact on veterans who rely on the government to take care of them after they have taken care of us.I urge my colleagues to support the Kucinich-Shays-Sanders amendment. Vote 'yes' to restore research funding for Gulf War Illnesses.

The lower down in the scale of human development we go the less sexual control we find. It is said that the aboriginal Australian, the lowest known species of the human family, just a step higher than the chimpanzee in brain development, has so little sexual control that police authority alone prevents him from obtaining sexual satisfaction on the streets. According to one writer, the rapist has just enough brain development to raise him above the animal, but like the animal, when in heat knows no law except nature which impels him to procreate whatever the result. Every normal man and Woman has the power to control and direct his sexual impulse. Men and women who have it in control and constantly use their brain cells in thinking deeply, are never sensual.
