When the moment arrives for taking decisions, facing responsibilities, entering upon sacrifices - decisions which ought to be taken before they are imposed, responsibilities which ought to be welcomed, for the initiative must be secured and the offensive launched - where should we find a man equal to these uncertain and dangerous tasks were it not among men of a superior stamp, men eager for responsibilities? He must indeed be a man who, being deeply imbued with a will to conquer, shall derive from that will (as well as from a clear perception of the only means that lead to victory) the strength to make an unwavering use of the most formidable rights, to approach with courage all difficulties and all sacrifices, to risk everything; even honour - for a beaten general is disgraced for ever.

I admit freely enough that, by careful breeding, supervision of environment and education, extending over many generations, it might be possible to make an appreciable improvement in the stock of the American negro, for example, but I must maintain that this enterprise would be a ridiculous waste of energy, for there is a high-caste white stock ready at hand, and it is inconceivable that the negro stock, however carefully it might be nurtured, could ever even remotely approach it. The educated negro of today is a failure, not because he meets insuperable difficulties in life, but because he is a negro. He is, in brief, a low-caste man, to the manner born, and he will remain inert and inefficient until fifty generations of him have lived in civilization. And even then, the superior white race will be fifty generations ahead of him.

When we approach the study of business cycle with the intention of carrying through an analysis that is truly dynamic and determinate in the above sense, we are naturally led to distinguish between two types of analyses: the micro-dynamic and the macro-dynamic types. The micro-dynamic analysis is an analysis by which we try to explain in some detail the behaviour of a certain section of the huge economic mechanism, taking for granted that certain general parameters are given. Obviously it may well be that we obtain more or less cyclical fluctuations in such sub-systems, even though the general parameters are given. The essence of this type of analysis is to show the details of the evolution of a given specific market, the behaviour of a given type of consumers, and so on.

The people of South Dakota are taking the lead in the preparation of this memorial out of their meager resources, because the American spirit is strong among them. Their effort and courage entitles them to the sympathy and support of private beneficence and the national government. They realize fully that they have no means of succeeding in the development of their state except a strong reliance upon American institutions. They do not fail to appreciate their value. There is no power that can stay the progress of such a people. They are predestined to success. Our Country is fortunate in having the advantage of their citizenship. They have been pioneers in the development of their State. They will continue to be pioneers in the defense and development of American institutions.

My specific... object has been to contain, within the prescribed limits, the whole of the student's course, from the confines of elementary algebra and trigonometry, to the entrance of the highest works on mathematical physics. A learner who has a good knowledge of the subjects just named, and who can master the present treatise, taking up elementary works on conic sections, application of algebra to geometry, and the theory of equations, as he wants them, will, I am perfectly sure, find himself able to conquer the difficulties of anything he may meet with; and need not close any book of Laplace, Lagrange, Legendre, Poisson, Fourier, Cauchy, Gauss, Abel, Hindenburgh and his followers. or of any one of our English mathematicians, under the idea that it is too hard for him.

You have spoken much today of my self-sacrifice and devotion to my country. I have heard that kind of speech ever since I came out of jail, but I hear it with embarrassment, with something of pain. For I know my weakness, I am a prey to my own faults and backslidings. I was not blind to them before and when they all rose up against me in seclusion, I felt them utterly. I knew them that I the man was a man of weakness, a faulty and imperfect instrument, strong only when a higher strength entered into me. Then I found myself among these young men and in many of them I discovered a mighty courage, a power of self-effacement in comparison with which I was simply nothing. I saw one or two who were not only superior to me in force and character, - very many were that, - but in the promise of that intellectual ability on which I prided myself.
