The prospect I have put before you demands that government, politicians and public answer the following question: What sort of a country will Britain be when its capital, other cities and areas of England consist of a population of which at least one-third is of African and Asian descent? I have not dodged that question since it was first posed. In order for Britain to join the Community, the House of Commons has to be told, and to accept, that it will progressively lose its exclusive power to control legislation and government.
